Travel trailer construction and safety standards fall under the jurisdiction of the federal government. The relevant piece of legislation is the Manufactured Housing Construction and Safety Standards Act of 1974.
Manufactured Homes According to the Manufactured Housing Construction and Safety Standards Act of 1974, the act applies to manufactured homes. This includes mobile homes, homes that are manufactured off-site and travel trailers.
Standards Every travel trailer must be constructed in accordance with the act, including the use of proper materials and inspection procedures. Manufacturers must also include installation manuals for travel trailer equipment. Finally, a travel trailer must have a permanent tag fixed to it for identification purposes, and to certify that it meets federal construction and safety standards.
Jurisdiction The federal standards supersede any state standards with regard to travel trailer safety. This means that no political body at a level lower than the federal government may pass a law that contradicts federal travel trailer regulations.
