Occupational Safety Experts To Join Probe Of Valenzuela Warehouse Fire
The Occupational Safety and Health Center and several Department of Labor and Employment officers will investigate the welding accident that allegedly sparked the Valenzuela factory fire, OSHC Deputy Executive Director Jose Maria Batino told GMA News TV's "Balitanghali" on Thursday.
"Paano po nangyari yun? Ang isang sistema sa welding ay iche-check muna kung walang health hazard... nagkaroon ba ng tamang pamamaraan bago simulan ang welding at habang nagwe-welding, kung na-insure na dapat walang fire hazards," Batino said.
Alipato or embers from welding may have caught on flammable materials near the welding site, raising doubts on the slipper factory's ownership of a hot work permit.
"Sa welding, merong tinatawag na hot work permit, na kung saan hindi dapat magsimula ang welding until such time na siguro walang fire hazard, tama yung gagawing pamamaraan ng welding," said the OSHC deputy executive.
Crime Scene Investigators sent by the PNP to investigate the slipper factory fire are also looking into the a possible welding accident, as it was one of the initial causes seen to have caused the blaze.
"Iyon po ay isa sa mga tinitingnan namin, na very poor ang kanilang housekeeping. Hinihintay pa po 'yung report ng ating imbestigador. Pero initially, may nakitang negligence dahil nagwe-welding sa tabi ng chemicals at highly flammable materials," Supt. Sergio Soriano Jr., Bureau of Fire Protection - National Capital Region director told radio dzBB in an interview earlier on Thursday.
Batino said his team will also investigate the lack of fire exits in the slipper factory, a fact which BFP director Ariel Barayuga stated in another interview on radio dzBB.
During his interview on "Balitanghali", Batino said they have yet to find the factory's safety officer who may provide an explanation behind the chicken wire and bars on the building's second floor windows.
He then explained that fire safety clearances, which requires unobstructed exits in case of emergencies, were usually granted as part of occupancy clearance given annually by the local government.
"Part naman ng fire safety clearance ay na-detect kung tama yung exits, kung merong tamang panlaban sa sunog tulad ng fire extinguishers, sprinkler systems and others," Batino said.
Because of the incident, the government promised to carry out intensive factory inspections after the blaze killed at least 72 workers stuck in the building. -Rie Takumi/NB, GMA News
