Scaffolding allows a large numbers of builders to work on a multiple-storied structure's facade simultaneously. Quick to assemble, scaffolding's reuseable parts help minimize materials costs, making scaffolding rentals a lucrative business for many. However, for the safety of both the workers above and the pedestrians underneath, most municipal codes require that the person in charge of designing the scaffold assembly be properly certified by the National Center for Construction Education and Research (NCCER).
